Data & System Alignment Guides for
Health, Human Services, and Workforce Agencies

Overview

Across the health, human services, and workforce ecosystem, agencies and customers alike desire cross-program and cross-agency technology modernization and alignment. Alignment efforts can help agencies provide more efficient, effective, and accessible services for individuals and families. However, agencies often face significant challenges related to funding constraints, policy barriers, data silos, technology infrastructure, and service delivery models.

What is this Roadmap?

This Roadmap provides a structured approach to figuring out where to start, assessing readiness, identifying barriers, providing resources, and implementing integration strategies. These recommendations and resources are informed by cross-sectional insights garnered throughout the ACCESS project and are centered on the customer’s desired future state of alignment.

Who is this Roadmap for?

This guide is intended for people engaged in planning for or implementing data alignment strategies at the state level in health, human services, or workforce agencies. This may include:

Members of the agency leadership team (e.g. directors, division administrators);

Agency data and technology leads and staff;

Staff that manage or oversee data programs; and

Staff responsible for day-to-day data management tasks.

Vision & Mission Alignment

Evaluate your agency’s strategic vision for integration, ensure leadership buy-in, and identify communication channels between agencies. The first step is crucial for setting a unified direction and aligning on the need for integration and your agencies’ desired outcomes.

Data Sharing & Tech Readiness

Assess your current data sharing processes, privacy and security policies, and tech readiness for data sharing and system integration. Ensuring your data and technology are ready is just as important as ensuring your agency personnel are ready.

Important Definitions

Data Governance Framework: Framework focused on the quality, security, and accessibility of an agency’s data. This framework should include standards, policies, and procedures for data privacy and security, data quality, and data transparency, as well as roles and responsibilities for specific governance tasks.

Data Stewardship: Practice of overseeing data to ensure accessibility, reliability, and security.

Data Ownership: Possession of data, as well as accountability and responsibility for information. The owner of data should be a clear authority responsible for datasets to ensure quality, compliance, and management.

Data Privacy: Control over records containing personally identifiable information (PII) collected and used by agencies.

Data Security: Protection of information and systems from unauthorized access, use, modification, etc. to provide confidentiality, integrity, and availability.
