Data SAIL Request for Proposals

Developing data-enabled solutions for a more cohesive health, human services, and workforce ecosystem.

Overview

The American Public Human Services Association (APHSA) is inviting state health, human services, and workforce agencies to join the Data & Impact State Action & Innovation Lab (“Data SAIL”). 

​

The Data SAIL state participants will be focused on addressing data and technology barriers that hinder the state’s ability to provide cohesive services across health, human services, and workforce programs, as well as negatively impact both program efficiency and customer experience. 

 

The opportunity will include peer learning, team-based technical assistance, and access to innovation funds - estimated $200,000 per state. Three states will be selected to receive hands-on assistance to co-design data-enabled solutions that support individuals, families, children, and agency staff.

Letters of intent (LOI) are still being accepted via the APHSA form. LOIs are used for internal planning purposes and are not binding or required but strongly encouraged.

Applications with all required materials will be accepted until 11:59pm September 19, 2025. Applications submitted after the deadline will not be considered.

Eligible Applicants

All proposals should be led by current state-level public agency employees. All proposals should include the participation of at least two of the following agencies: health, human services, and workforce. Proposals can include other state agencies or partners like U.S.-based research or academic organizations or community-based organizations, but all proposals must be led by current state-level public agency employees in health, human services, and workforce agencies.

Only U.S. States are eligible to apply for this opportunity.

Multi-State Data Collaborative (MSDC)

As a collaborative initiative among NASWA, the Coleridge Initiative, APHSA, and other partners and funders, the MSDC brings state agency program, policy, and data experts together to focus on using agency administrative data to address critical program and policy questions. The MSDC provides agency staff with a supportive network to share ideas, access technical assistance, and share their practices and products across functional, sectoral, and state lines. MSDC members can also join topic-based and technical working groups to develop projects that lead to data products that inform policies and improve programs and practices at the local, state, and regional levels. U.S. Digital Response (USDR) is a nonprofit, nonpartisan organization that works alongside governments at all levels to ensure they have the capacity to meet the public's needs.
